Heat packs are good weapons when swimming because of their light weight, as a substitute for heavier weapons that would restrict you from swimming. But it's unlikely to be your saviour unless your melee skills are at least half-decent. They are also decent weapons on land if you can't find anything else, because of their fast attack speed.
